Atlantic to Arctic -- Personal Property Registry System Heads North with Help From Unisys

Atlantic Canada's electronic Personal Property Registry System licensed to the Northwest Territories and Nunavut governments by agreement with Service New Brunswick and Unisys now in production

North York, ON -- Centuries-old paper registries are all but gone in six of Canada's thirteen provinces and territories, replaced by electronic Personal Property Registry Systems (PPRS) developed in Atlantic Canada, now also in production in Nunavut and the Northwest Territories. The newest pair of computerized registry systems supports the Personal Property Security Acts (PPSA) of the two territories, replacing the current Document Registry that serves both territories from a single location at the Government of the Northwest Territories Legal Registries office.

The Northwest Territories PPRS and Nunavut PPRS are customized systems based on the Atlantic Canada model, similarly delivered through a shared infrastructure and modified to support the legislation of each territory. Financial institutions, lawyers and other commercial organizations can now enter notices of security interest in these on-line territory-wide PPRS from their office or home computers. Access to the PPRS is available by subscription through Atlantic Canada On-Line (ACOL), a public-private partnership between Unisys Canada Inc. and the four Atlantic provinces, an alliance formed to help provincial governments in Atlantic Canada meet the challenge of improving service delivery while maintaining or reducing costs. The PPRS of the territories are incorporated into this single-point-of-access service by agreement with the Atlantic provinces.

Under agreement with Service New Brunswick, Unisys markets the PPRS software application, which was originally developed in New Brunswick and subsequently enhanced and supported by Unisys for electronic delivery via ACOL.
