The 15 May 2000 ACOL Desktop Software Update implements the following changes to the ACOL Personal Property Registry System (PPRS).

  1. In the ACOL Desktop Software and in all PPRS reports, the Pre-PPSA Registration Number field has been expanded from 8 to 10 characters. This longer field length will permit entry of Newfoundland and Labrador Pre-PPSA Registration Numbers which require up to 10 characters.
  2. In all PPRS reports, the "Debtor" and "Secured Party" section headers will now vary based upon the registration type of the registration. The various labels presented will be the same as those presented in the ACOL Desktop Software.
  3. In all PPRS reports, the Secured Party contact's telephone and fax numbers will now be printed immediately after the address information (if a telephone or fax number is included in the registration).
  4. The following correction applies only to users in the province of Newfoundland and Labrador. In the ACOL Desktop Software, a fault which prevented correct recognition of Newfoundland time has been corrected. Prior to this correction, the ACOL servers would reset the user's personal computer to the current Atlantic Standard Time on login to ACOL. To avoid this condition, do the following:
    1. Complete the automatic download of the 15 May 2000 ACOL Desktop Software update.
    2. Reset your ACOL time zone configuration by running either E_CFG.EXE (English) or F_CFG.EXE (French) and specifying the Newfoundland time zone. You will find these files in your ACOL directory.
    3. For the time zone change setting to take effect, you must reboot your computer after making the change.
    Note: This correction was previously available through the ACOL Client Support Centre (CSC) upon request, so if you have already received updated files from the ACOL CSC and reset your ACOL configuration, you do not need to repeat this process.
  5. In the ACOL Desktop Software, a new on-screen message has been added to the Search screen to remind users that a search of a provincial Pre-PPSA registry may be required until the end of the PPSA transition period. This message varies according to the province selected. Note that no message is displayed when "New Brunswick" is selected because the New Brunswick PPSA transition period ended in April 1999.
  6. In the ACOL Desktop Software, the font of the Serial Number field has been changed in order to make it easier to visually distinguish the letter "O" from the number "0".
  7. In the Search Result Report, faults which could cause long search criteria and long search match list entries to wrap text incorrectly have been corrected.

PPR Transition Period Searches

The "PPR transition period" for each province is the period of time during which registrations created prior to PPSA remain effective. The PPR transition periods vary by province and are listed below. To ensure that up-to-date search results are received during PPR transition periods, a search must be performed in both the old paper-based registry office(s) and the new electronic registry through ACOL.

As stated in the PPR information guides, a personal property security document filed or registered under the old legislation continues to be in effect, and is searchable by the traditional method, for the remainder of its term to a maximum of the end of the transition period. Clients can choose to continue such security interests by registering a PPSA Financing Statement referencing the prior security interest.

The two-search approach is required only during the transition period of the respective provincial Personal Property Registry, as described in detail below. After the transition period, searching the electronic registry will be the only search required.

  • The New Brunswick Personal Property Registry three-year transition period ended at the end of business on 17 April 1998. This registry has been available through ACOL since 26 April 1999.
  • The Nova Scotia Personal Property Registry three-year transition period ended at the end of business on 2 November 2000. This registry has been available through ACOL since 3 November 1997.
  • The Prince Edward Island Personal Property Registry three-year transition period ended at the end of business on 26 April 2001. For additional information respecting the Prince Edward Island transition period, please contact the Prince Edward Island Personal Property Registrar at 902-368-6001.
  • The Newfoundland and Labrador Personal Property Registry two-year transition period ended at the end of business on 12 December 2001.
  • The Northwest Territories Personal Property Registry three-year transition period ended at the end of business on 6 May 2004.
  • The Nunavut Personal Property Registry three-year transition period ended at the end of business on 6 May 2004.
